“Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God.” (Romans 13:1)

“Owe no one anything, except to love each other, for the one who loves another has fulfilled the law.” (Romans 13:8)

Reflection: Romans 13 presents two truths that may seem unrelated at first glance: believers are called to submit to governing authorities, and believers fulfill God's law through love. Yet Paul connects these ideas because both flow from a heart that recognizes God's sovereign rule.

(1) Submission to Authorities Is an Act of Trust in God

Paul reminds Christians that all legitimate authority exists under God's ultimate authority. This does not mean every government decision is righteous or that rulers are morally perfect. Scripture itself records faithful believers who respectfully disobeyed commands that directly contradicted God's will (see the examples of Daniel and the apostles).

However, the general posture of a Christian should be one of respect, obedience, and peaceable citizenship. In a culture that often celebrates rebellion and self-assertion, believers demonstrate trust in God's sovereignty by honouring lawful authority, paying taxes honestly, and seeking the good of their communities.

Submission is ultimately not about the worthiness of leaders but about the lordship of Christ. When we submit appropriately, we testify that God remains in control even when earthly authorities are imperfect.

(2) Love Is the Fulfillment of God's Moral Law

After discussing civic responsibilities, Paul turns to a greater obligation: the debt of love. Unlike financial debts that can be paid off, the Christian's responsibility to love others never ends.

Paul points out that commandments such as prohibitions against adultery, murder, theft, and coveting are summed up in one command:

“You shall love your neighbor as yourself” (Romans 13:9).

Love is not merely an emotion or sentiment. Biblical love actively seeks the good of others. It restrains us from harming our neighbours and moves us toward serving them. Genuine love reflects the character of God, who demonstrated His love through the sacrifice of His Son.

(3) The Gospel Makes Both Possible

Neither submission nor love comes naturally to fallen human hearts. We resist authority and tend to prioritize ourselves. But the gospel changes us.

Because Jesus submitted perfectly to the Father's will—even unto death on the cross—we are forgiven for our rebellion. Because God's love has been poured into our hearts through the Holy Spirit, we are empowered to love others in ways that honor Him.

The Christian life is not merely about external compliance but inward transformation. As Christ reigns in our hearts, respect for authority and sacrificial love become visible evidence of His work in us.

Heavenly Father, thank You for being sovereign over every authority on earth. Help me to honour You by living with humility, respect, and integrity. Guard my heart from pride, rebellion, and bitterness. Fill me with the love of Christ so that I may serve others selflessly and reflect Your character in my daily life. (1) 顺服掌权者是信靠神的表现

(2) 爱是上帝道德律法的成全

在论及公民责任之后,保罗转向一项更重大的义务:爱的债务。与可以偿还的经济债务不同,基督徒爱他人的责任永无止境。

保罗指出,诸如禁止奸淫、杀人、偷盗和贪婪等诫命,都归结于一条诫命:“爱人如己”(罗马书 13:9)。

爱不仅仅是一种情感或情怀。圣经中的爱是积极寻求他人福祉的。它约束我们不伤害邻舍,并推动我们去服侍他们。真爱反映了神的品格,神正是通过祂儿子的牺牲彰显了祂的爱。

(3) 福音使二者皆成为可能

顺服与爱,对堕落的人心而言都不是与生俱来的。我们抗拒权威,倾向于以自我为中心。但福音改变了我们。正因耶稣完全顺服了天父的旨意——甚至甘愿死在十字架上——我们的悖逆才得以蒙赦免。正因神的爱已藉着圣灵浇灌在我们心里,我们才得以有能力以荣耀祂的方式去爱他人。

基督徒的生命不仅在于外在的顺服,更在于内心的改变。当基督在我们心里作王时,对权柄的尊重与牺牲的爱,便成为祂在我们里面工作的可见明证。
